What is a Safety Management Systems document?
Safety Managment Systems (SMS) documents are required under the Marine Safety (Domestic Commercial Vessel) National Law 2012. The SMS document outlines how you will “as far as is reasonably practical” ensure the safety of your vessel, the marine safety equipment that relates to your vessel and the operation of your vessel. Each document is tailored specifically to your vessel and its activities.
Do I need one?
If you are the owner or Master of a Domestic Commercial Vessel (DCV) then yes, you do.

A DCV is broadly defined under the National Law as one that is engaged in “commercial, governmental or research activity”
What is in it?
Your SMS will provide the Masters and owners responsibilities and obligations, your standard operating procedures (for everyday tasks such as pre-start checks, operating deck machinery, refuelling); emergency procedures (in situations such as man overboard, flooding, collision, gear hook-ups), maintenance schedules as well as a risk assessment for the activities your vessel and crew engage in.
What do I do with it?
It must be kept on your DCV at all times and you will have to produce it for the surveyor during a periodic inspection or SMS audit.
Make sure your crew read it and are familiar with what is in it! You may need to rely on them knowing what to do in an emergency or if something happens to you at sea.
Review and update it periodically to make sure it is relevant.
How do I get one?
You can write it yourself if you have the time, inclination, writing skills and know how to undertake risk assessment analyses. There is a guide at www.amsa.gov.au that will help you through it.
